THE CHALLENGE

Knowing the Rulebook Is Different from Making a Decision in Real Time

Referees must interpret movement, positioning, contact, timing, and communication under pressure. A lecture-heavy programme would not reveal whether participants could apply the rules consistently.

The training design therefore needed a progressive path from shared interpretation to observed practice and structured feedback.
